It runs on paper registers, phone calls and monthly hand-carried reports. No LC1 chairperson, parish chief, sub-county chief and district CAO can see the same record at the same time.

Every case, every SLA timer, every shilling of own-source revenue in real time — with map, streams, breach flags and a district-wide activity feed. CAO logs in once; sees the district.

USSD is the backbone — a Nokia 105 in Bukesa reaches the same record as a web session in Kampala. Voice/IVR closes the literacy gap; WhatsApp reaches five million urban Ugandans; the mobile app carries field officers offline.
